After the first reboot, Windows goes to the "Installing Devices" screen where it says "Setup is detecting and installing devices on your computer".

Other times, if I just install things one at a time and reboot between each one, it works just fine. Good luck to ya. I've had this exact problem. It was a USB device. Trying to think which one Maybe my USB hub? In any event, it's best to install Windows with no USB devices connected. Might as well use the dedicated ports. Why it isn't by default baffles me. Perhaps for compatibility. I don't know. I don't like USB as it is because it's shared bandwidth. Agreed, indeed.
